1974년 이집트·시리아·리비아의 3국은 아랍공화국연방을 결성, 같은 국기·국장·국가를 쓰기로 하여, 다음해 1월 새 연방기가 정식으로 게양되었다. 빨강은 혁명과 투쟁의 피를, 하양은 평화 또는 밝은 미래를, 검정은 칼리프 시대의 영광 또는 지난날의 암흑시대를 나타낸다. 독수리 문장은 3국의 문장을 기초로 만들었다. 리비아는 76년 이래 이 기를 사용하지 않고 있다.
